Meskipun Undang-Undang Nomor 16 Tahun 2019 telah menaikkan batas usia minimal perkawinan menjadi 19 tahun bagi laki-laki dan perempuan, pada kenyataannya praktik perkawinan anak masih terus marak terjadi melalui celah hukum (legal loophole) berupa permohonan dispensasi kawin ke pengadilan. Dispensasi kawin pada dasarnya adalah pengecualian hukum, akan tetapi, dalam praktiknya justru sering kali digunakan untuk melegitimasi praktik perkawinan anak yang dilatarbelakangi oleh faktor
